I went to Arizona and found this rock at the Wave Rock site. Could someone tell me what it is?

Welcome to the forums. Difficult to say what kind of rock this is. I would either go for a extrusive lava (igneous) or for iron concretions in a sandstone (sedimentary with diagenetic overprint).
Are there loose sand (quartz) grains to be seen. Does it scratch into metal? If so, it's probably a sandstone.

A rock is formed naturally solid and the combination of two or more that two minerals. For instance, the granite is the aggregate of quartz, feldspar and biotite minerals. I think It is like sedimentary type of rock.

It's hard to tell without a little more magnification, but it appears to be a humanized sandstone. That is a sandstone composed of quartz and maybe feldspar grains that once had a clay-rich matrix, It is common for such a matrix, and the feldspar grains, to alter to hematite upon weathering.
